LEGISLATIVE COMMITTEE Mayor Griset recognized the visiting <br />CHAMBER OF COMMERCE members of the City L'egislative <br /> Committee of the Santa Arm Chamber <br />of Commerce and other members of the Chamber of Commerce who were <br />introduced individually by Jim McMahon. <br /> <br />PUBLIC HEARING <br />AMENDMENT APPLICATION 647 <br />CASKEY, DRINKGERN <br /> <br /> Hearing was opened on Amendment <br /> Application 647, f£~led by D. C. Caskey <br /> and R. E. Drinkgern, proposing <br /> amendment of Sectional District Map <br /> · : · 6-5-9by r'ezoning prOperty on the <br />east side of Glassell between Fairhaven and Santa Clara from the A1 District <br />to the R 4 District. Don Christenson, representing the applicant, was <br />present to ansWer any questions. There being no further response to the <br />call for testimony, the hearing was ,closed. <br /> <br />On motion of Councilman Herrin, seconded by Councilman Villa and <br />unanimously carried, Amendment Application 647 was approved and the <br />City Attorney was instructed to prepare an ordinance to reclassify the <br />property according to Exhibit A. <br /> <br />Due to a conflict of interest on the next item, Councilman Thurman left <br />the Council Chamber. ~ <br /> <br />PUBLIC HEARING Hearingwas opened on Appeal 222, <br />APPEAL 222 - VA 69-24 filed by'Ralph A. Bell and Jess L. <br />BELL, WHINERY Whinery from the Planning Commis- <br /> sion's denial of Variance AppLication <br />69-24 to permit expansion of existing auto service building in the C D <br />District at 1064-66 West 4th Street. <br /> <br />The Planning Director explained ~hat the Variance was denied in April <br />and after the hearing, applicant redesigned the strUcture which would <br />house the use; the Commission reheard the matter without fee and <br />forwarded to Council for hearing at this meeting without Appeal fee. <br />He explained that the Planning Commission felt the use was incompatible <br />with the C D Zone which fronts on the Civic Center. <br /> <br />Speaking in favor of ~he appeal were Herman Baine, 1703 West 5th, <br />prospective buyer of the property, who stated he would be forced to <br />move if the appeal were denied; and Ralph Bell, appellant, stating <br />the rezoning of this property created a hardship on the people in the <br />area; that since the property has been zoned C D, it is impossible to <br />get a buyer; that the taxes have been increased 50 %; that rentals are <br />down; and that he thought it would, be a considerable improvement to have <br />the existing garage there with the improved building. <br /> <br />No one Spoke in opposition to the appeal.
