RESOLUTION NO. 2003-102 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA TO AMEND RESOLUTION NO. 91-066 <br />TO EFFECT TEMPORARY CHANGES IN THE SICK <br />LEAVE BENEFIT AND PERFORMANCE EVALUATION <br />PROCESS APPLICABLE TO UNREPRESENTED <br />EXECUTIVE MANAGEMENT CLASSIFICATIONS. <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1: The City Council hereby finds, determines and declares as follows: <br /> <br />Section 1004, Article X of the City Charter of the City of Santa Aha <br />requires the City Manager to prepare, install and maintain a position <br />classification and pay plan subject to civil service rules and regulations <br />and the approval of the City Council. <br /> <br />On July 1, 1991, the City Council passed and adopted Resolution No. 91- <br />066 re-establishing the Basic Classification and Compensation Plan for <br />classes of employment designated as unrepresented Executive and <br />Middle Management. <br /> <br />The strong and consistent management of law enforcement activities is <br />critical to the welfare of City residents. To facilitate continued retention of <br />the current executive management of the Police Department, the <br />Executive Director of Personnel Services proposes that the sick leave <br />benefits and performance evaluation process as set forth in Sections 6.11 <br />and 7.5, respectively, of Resolution No. 91-066 be amended to provide the <br />City Manager with authority to grant a one-time exception to the <br />employment termination requirement for the granting of payment for <br />unused sick leave and to provide a temporary provision for semi-annual <br />performance evaluations for the Chief of Police. <br /> <br /> Section 2: That Section 6.11 of Resolution 91-066, as amended, is hereby <br />further amended by adding the following paragraph: <br /> <br /> "Notwithstanding the foregoing, the City Manager is authorized to grant to <br />the Chief of Police a one-time exception to the employment termination requirement for <br />the granting of payment for unused sick leave as set forth above. The authority <br />conferred on the City Manager by virtue of this paragraph shall expire by its own volition <br />on June 30, 2006." <br /> <br />Resolution No. 2003-102 <br /> Page 1 of 3 <br /> <br /> <br />
