CERTIFICATE OF PUBLIC Hearing was opened on the Application <br />CONVENIENCE AND NECESSITY filed by Schaefer's Ambulance Service, <br />- SCHAEFER'S Santa Ana, for a Certificate of Public <br /> Convenience and Necessity to operate <br />three additional ambulances in the City. <br /> <br />Carlos G. Paladini, Schaefer's Ambulance Service, explained that they are <br />requesting a Certificate to operate three ambulances, in addition to the the <br />two they now operate in the City, because of the rapid population growth, to <br />serve the needs of the City. <br /> <br />Frank Morgan, of Morgax{ Ambulance Service, Santa Ana, also spoke in <br />favor of granting additional permits to Schaefer's Ambulance Service. No <br />one spoke in opposition. <br /> <br />The hearing was closed. <br /> <br />CERTIFICATE OF PUBLIC <br />CONVENIENCE AND NECESSITY <br />- SOUTHLAND <br /> <br />one ambulance in the City. <br /> <br />Hearing was opened on the Application <br />filed by Southland Ambulance Service, <br />Buena Park, for a Certificate of Public <br />Convenience and Necessity to operate <br /> <br />Sherman Ninburg, of Southland Ambulance Service, spoke On behalf of <br />Southland Ambulance Service, stating there was a need for additional <br />ambulance service in the City; that their company has the V. A. contract <br />for the Long Beach Veterans Hospital which requires them to come into <br />the City of Santa Ana often; that a permit for Southland would create <br />competition for the existing services; and that they could provide a high <br />level of service. · Leon Ninburg and Attorney Jerome Colton also spoke <br />on behalf of Southland Ambulance Service. <br /> <br />Carlos G. Paladini, Frank Morgan, and Mrs. Georgia Aquino spoke in <br />opposition to the Application of Southland Ambulance Service, and a <br />memorandum in opposition to issuance of the Certificate received from <br />Stanley C. Gould earlier in the day, Attorney representing Morgan <br />Ambulance Sea;it% was also considered by the Council. <br /> <br />The hearing was closed. <br /> <br />After discussion by Council, it was moved by Councilman Villa, seconded <br />by Councilman Herrin that a Certificate of Public Convenience and <br />Necessity be granted to Care Convalescent Ambulance Service to operate <br />one ambulance within the City of Santa Ana, upon a finding in accordance <br />with the provisions of Municipal Code Section 6381.3 that applicant is fit, <br />willing and able to perform such public service and to conform to the pro- <br />visions of the Municipal Code and the rules and safety standards established <br />by the City, based on due consideration by the Council of the applicant's <br />charact er, experience, and responsibility; and that there is a need for <br />such additional ambulance service within the City. <br /> <br />CITY COUNCIL <br /> <br />-318- September 2, 1969 <br /> <br /> <br />
