On motion of Councilman Brooks, <br />CITIES VOTING DELEGATE seconded by Councilman Evans and <br /> unanimously carried, Councilman <br />Ray Villa was appointed as the Council's voting representative, Council- <br />man Jerry Patterson was named Alternate, and Councilman J.
