FINAL MAP, TRACT 6678 Final Tract Map 6678, filed by <br /> Kavanaugh/Beard and Betz Develop- <br /> ment Company, creating 18 lots at <br />Franzen Avenue and Deodar Street, was approved, dedications thereon accepted, <br />and execution of subdivision agreement authorized, on motion of CounciLman <br />Herrin, seconded by Councilman Evans and unanimously carried. <br /> <br />SURPLUS BUILDING After considering Surplus Property <br />AND APPURTENANCES - Report 28-69 regarding service station <br />SPR 28-69 building and appurtenances at the north- <br /> east corner of First and Flower Streets, <br />Council declared building and appurtenances surplus, authorized sale of <br />building to the highest bidder with a minimum bid of $3, 750.00, and authorized <br />sale of appurtenances by direct negotiation to willing buyers at salvage values <br />to be determined by Purchasing Agent, on motion of Councilman Herrin, <br />seconded by Councilman Patterson, on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herrin, Evans, Patterson. Villa, Griset <br />Markel <br /> Brooks <br /> <br />VARIANCE 68-53 Mayor recognized Mr. Dale Heinly, <br />UTILITY RELEASES Attorne~ representing Hirsco Corpor- <br /> ationwho summarized his remarks made <br />during the afternoon session of the Council, stating that the Planning Director's <br />position is that the two single-family houses are required; that his position is <br />that they are not required based upon the written material he has seen; that <br />the way to complete the project is by means of an Agreement which will assure <br />the Staff that the homes will be built within approximately one year; and that <br />he would be willing to meet with the Staff to resolve the problem but that it <br />must be resolved within the next two or three days because of the financial <br />hardship imposed upon his client. <br /> <br />Mayor recognized Mr. Bill Van Riper, 2902 Fernwood Drive, ~ice Pre~rldent <br />of the-lrilla de Flores Homeowners' Association, who stated t~t~his, <br />association had opposed the construction of the complex when it ~%v~first <br />proposed; that when the development had finally been approved, the re were <br />several conditions attached: the two single-family homes, as a buffer; open <br />space requirement; parking requirement; construction of a parapet in back <br />of the development so as to screen off the development from a view of the <br />single-family residence backyards; and that strict adherence to these <br />conditions had not been followed in the apartment construction. Mr. Van Riper <br />requested that the Council set a hearing so that the area residents could <br />be informed of the terms of the Agreement reached between the City and <br />the developer. <br /> <br />The matter was referred to Staff to work out with the developer on motion <br />of Councilman Patterson~ seconded by Councilman Villa and unanimously <br />carried. <br /> <br />CITY COUNCIL <br /> <br />October 6, 1969 <br /> <br /> <br />
