APPEAL NO. 225 Mayor announced that Appeal No. ~-2§, <br />VA 69-76 filed by James F. and Mary C. Henry, <br /> 921 S. Lyon Street~ appealing the <br />Planning Commission's approval of Variance Application 69 76 granted to <br />Marshall L. Morgan to construct a three story, 464 unit garden apartment <br />complex in the A 1 District at 727 S. Lyon Street, would be deleted from the <br />Agenda, since a communication had been received by the City Council on <br />this date from Marshall L. Morgan withdrawing his application for Variance <br />69-76. <br /> <br />BOWERS MUSEUM The City Council considered the letter <br /> from the Bowers Museum Board <br /> approving the Bowers Museum Found- <br />ation Board plans to finance and construct additional museum structures on <br />the two City-owned lots north of and adjacent to the present buildings, and <br />the letter from the Bowers Museum Foundation requesting Council approval <br />and permission for this land use. <br /> <br />Mayor recognized Mr. William Lowe, Chairman of the Bowers Museum <br />Board; Mr. Charles Swarmer, Member of the Foundation Board; and <br />Mr. William Votaw, President of the Foundation Board, all of whom spoke <br />in favor of the proposed building plans, pointing out that expansion was <br />necessary in order to accommodate several bequests which included <br />numerous exhibits; that the museum is an important cultural center that <br />should be more fully utilized; that due to lack of space, it is impossible <br />to properly display many of its historical documents, pictures and <br />artifacts; that the proposed building would be given to the City; and that <br />the Foundation has the necessary funds and is prepared to proceed with <br />the first unit in the same architectural style as the Museum's. <br /> <br />It was moved by Councilman Markel, seconded by Councilman Brooks <br />and unanimously carried to approve the Bowers Museum Foundation <br />Board plans to finance and construct additional museum structures <br />on the two City-owned lots north of and adjacent to the present buildings <br />subject to the following conditions: <br /> <br />(1) that Council approve the building plans prior to constructioq; and <br /> <br />(2) that the building be dedicated to the City upon completion. <br /> <br />ORD. NS-985 ORDINANCE NS-985 OF THE CITY <br />MASSAGE ESTABLISHMENTS OF SANTA ANA AMENDING THE <br /> SANTA ANA MUNICIPAL CODE BY <br />ADDING CHAPTER 4 TO ARTICLE VI THEREOF, REGULATING BATHS, <br />SAUNA BATHS, MASSAGE ESTABLISHMENTS AND SIMILAR BUSINESSES <br />was considered by the City Council. <br /> <br />It was moved by Councilman Patterson, seconded by Councilman Villa, <br />to pass to second reading Ordinance NS-985 with the deletion of Section <br />12 on page 3 (Such other identification and information as the Police <br />Department may require in order to discover the truth of the matters <br />hereinbefore specified as required to be set forth in the application), <br />and also the deletion of Section 6418 (Records of Treatments). Council- <br />men Herrin, Brooks, and Evans were in agreement with Councilman <br />Patterson regarding Section 12 on page 3, but felt that Section 641.8 <br />should be kept in the ordinance.
