3. EVALUATION CRITERIA AND PROCESS <br /> <br />The City's evaluation of proposals will consist of two-phases: 1) a review of requested <br />submission items and 2) a review of the substantive content of proposals. <br /> <br />3.1 Review of Requested Submission Items <br /> <br />Proposals will be reviewed for completeness. Proposals with missing items may not be <br />considered. Submission items should include: <br /> <br /> a. Correct delivery. Was the submission delivered to the correct place prior to the <br /> specified closing date and time (see Section 5,1)? <br /> <br /> b. Number of copies. Have the required number of copies of all submission requirements <br /> been delivered (see Section 5.1)? <br /> <br /> c. Complete inputs. Does the proposal include separate Sections describing: · Transmittal letter (see Section 2.1)? <br /> · Service approach (see Section 2.2)? <br /> · Proposer qualifications (see Section 2.3)? <br /> · Pricing offered (see Section 2.4)? <br /> <br /> d. Special inputs. Where applicable, was Proof of Authority to bind the corporation <br /> provided (see Section 5.21)? <br /> <br /> 3.2 Review of Proposals <br /> <br /> Selection shall be based upon a competitive selection process and not limited to price alone. <br /> Proposers must satisfy the City of their ability to perform the services required. <br /> <br /> Proposers may offer services to all or any set among the four (4) categories of technical <br /> specialties of interest to the City. The City reserves the right to select Vendors for each <br /> category independently. <br /> <br /> All proposal material will be reviewed and evaluated by a select City team. <br /> <br /> The City will apply the following weights to its evaluation: <br /> <br />Criteria Points <br />Vendor Markup 30 <br />Vendor Total Cost 10 <br />Method of Assuring Capacity and Skill of Agency Employees 15 <br />Qualifications of Proposer 25 <br />Quantity and Quality of the Proposer's Pool of Potential Candidates 20 <br />Total 100 <br /> <br />General comments on cost related criteria: <br /> <br />November 2001 11 <br /> <br /> <br />
