CITY OF SANTA ANA <br />PARK DEVELOPMENT/JOINT USE <br />CITY COUNCIL COMMITTEE <br />November 4, 2003 <br /> <br />MINUTES <br /> <br />The meeting was convened at 5:50 p.m. in the City Hall, Room 831. <br /> <br />The following Council Members were present: <br /> <br />Jose Solorio <br />Mike Garcia <br />Claudia Alvarez <br /> <br />Staffs presentwere: <br /> <br />Gerardo Mouet, Assistant Director, PRCSA <br />Joe Fletcher, City Attorney <br />Run Ono, Park Planning/Design Mgr., PRCSA , <br />Lorraine Lazarine-McCarty, Community Affairs Mgr., PRCSA <br /> <br />APPROVAL OF MINUTES <br />ACTION ITEM: Minutes of September 3, 2003 meeting were approved as submitted. <br /> Councilmember Alvarez abstained. <br /> <br />PROPOSITION 40 PARK BOND PROJECTS <br />Staff presented the allocation of funding under Proposition 40 "The California Clean Water, <br />Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002". Portions of the <br />funds will be allocated to cities, counties, and special park districts, on a Per Capita Basis. <br />The remainder of funds will be allocated on a competitive basis. The City of Santa Aha will <br />receive over $3 million dollars under the Per Capita and the Roberti-Z'Berg-Harris Grant <br />Program. The list of proposed projects to be constructed with this grant will be presented to <br />City Council on December 1, 2003 for approval. <br /> <br />Staff also presented the four competitive grant programs, the grant criteria and the <br />recommended projects. On December 1, 2003, the City Council will be adopting the <br />resolutions, authorizing staff to apply for the Murray-Hayden Urban Parks and Youth <br />Services Grant Program for Jerome Center Renovation, and the Urban Park Act of 2001 for <br />Memorial Center Improvements. <br /> <br />3. CARNIVALS IN PARKS <br /> Staff gave a brief presentation on the history of carnivals in parks and the action City Council <br /> took on March 17, 2003 to award the contracts to Acosta and Associates and to "O" <br /> Enterprises. Discussion focused on possible changes in the agreement, attendance, <br /> neighborhood impacts and the promoter's performance. <br /> ACTION ITEM: 1) Modify agreement and/or provide strict enforcement for <br /> carnivals to have the site cleaned for the day following the end of <br /> the carnival. <br /> 2) Follow up with the Madison Park Neighborhood to ensure that <br /> they are okay with having carnivals conducted at Madison Park. <br /> <br />Page5 13.B. <br /> <br /> <br />
