Resolution—All training providers, other than Distance Education training providers,that have <br /> training sites located only outside of CA cannot be listed on the CA ETPL. Local Boards cannot <br /> utilize an ITA with out-of-state training providers unless leveraging an approved ETPL <br /> reciprocal agreement. Please see ETPL Reciprocal Agreements (WSD22-08) for more <br /> information on the use of approved agreements. <br /> Comment#119—Can WIOA funds be used for out-of-state provider training, as long as the <br /> provider is on the ETPL in the state where their headquarters is located? <br /> Resolution—All training providers, other than Distance Education training providers, that have <br /> training sites located only outside of CA cannot be listed on the CA ETPL. In the last Directive,this <br /> was spelled out. <br /> Resolution—Yes, the pre-apprenticeship programs that are on the ETPL need to meet the <br /> same standards as the other postsecondary programs. <br /> Comment #122—Suggestion to change pre-apprenticeship language to read: must provide <br /> training that "leads" to an industry-recognized credential or certificate. <br /> Resolution —No changes were made to the directive as a result of this comment. <br /> Comment #123—Can the state please elaborate on what Local Boards must require of pre- <br /> apprenticeship training in the building and construction trades, especially those related to <br /> Multi-Craft Core Curriculum (MC3)? <br /> Resolution—If WIOA funds are being used to send participants to a construction pre- <br /> apprenticeship, the state and Local Boards must ensure the pre-apprenticeships follow Multi- <br /> Craft Core Curriculum (MC3) standards. <br /> Comment#124— If pre-apprenticeships are not required to be on the ETPL, is their inclusion <br /> solely to use ITAs if it does lead to a credential? What does listed on ETPL and used in <br /> Page 23 of 25 <br />
