Contractor: <br /> <br />GENERAL PROGRAM REQUIREMENTS <br /> City of Santa Ana <br /> <br />("Cont,'actor" is hereinafter referred to as "Partner") <br /> <br />EXHIBIT A <br /> <br />1. Project Summary <br /> <br />These General Program Requirements have been designed to provide the <br />framework wherein the One-Stop Partner will provide or will coordinate the <br />provision of the Orange County Telecommunications Project for the <br />Orange County One-Stop System. <br /> <br />Partner agrees to comply, remain informed, and deliver services <br />consistent with the provisions of WIA, Orange County Workforce <br />Investment Board (OCWIB) Policy, Orange County Workforce Investment <br />Area's Strategic Five-Year Plan, the California Education Code, the <br />Rehabilitation Act, negotiated Memoranda of Understanding, Title V of the <br />Older Americans Act, federal and state governance documents and/or any <br />other appropriate statutes or requirements, related to the services <br />provided in this Agreement. <br /> <br />C. Where local policy has not been set, Partner agrees to adhere to state or <br /> federal policy as appropriate. <br /> <br />D. Governance References <br /> <br />1. Workforoe Investment Act <br /> a. Workforce Investment Act of 1998 <br /> b. Department of Labor, Employment and Training Administration, 20 <br /> CFR Part 652 et al. - Workforce Investment Act; Final Rules. The <br /> Regulations define the One-Stop Delivery System as: <br /> <br />A system under which entities responsible for administering <br />separate workforce investment, education, and other human <br />resource program and funding streams (referred to as One- <br />Stop partners) collaborate to create a seamless system of <br />service delivery that will enhance access to the programs' <br />services and improve long-term employment outcomes for <br />individuals receiving assistance. <br /> (20 CFR, PART 652, ~662.100) <br /> <br />c. Information Bulletins, Directives and any other federal and state <br /> guidance documents pertaining to WIA. <br />d. Actions, directives, and policy and procedures issued by the <br /> Orange County Workforce Investment Board or staff relevant to this <br /> Telecommunications Project, specifically MIS Policies and <br /> <br /> <br />
