Orange County One-Stop System <br /> <br />Partner agrees to partner with and to provide access to services provided by the <br />mandated WIA One-Stop Partners as described in the Act as well as any <br />additional partners identified by the OCWIB or the Orange County Board of <br />Supervisors. <br /> <br />3. One-Stop Principles <br /> <br /> Operator agrees to integrate to the fullest extent possible, the following principles <br /> into the delivery of services: <br /> <br /> A. Streamline services through an integration of multiple programs, including <br /> Wagner-Peyser and WIA, at the service level through One-Stop service <br /> centers; <br /> <br /> B. Empower individuals with information and resources they need to manage <br /> their own careers; <br /> <br /> C. Employer Services that recognize business as a customer as well as a <br /> source for jobs leading to meaningful employment. <br /> <br /> D. Universal access for all job seekers to a core set of career decision-making <br /> and job search tools; <br /> <br /> E. Increase accountability of the delivery system to achieve improved results <br /> regarding skill gains, credentials earned, job placement rates, earnings and <br /> retention in employment; <br /> <br /> F. Improve youth programs to provide a strong connection for both boys and <br /> girls between academic and occupational learning and other youth <br /> development activities; <br /> <br /> G. State and local flexibility to ensure that delivery systems are responsive to <br /> the needs of individual communities; and <br /> <br />Strong role for local boards and the private sector to impact the design and operation <br />of delivery systems. <br /> <br /> <br />
