It was determined that the present program <br />specifications have been successful in providing a reasonably clean <br />comraercial environment. Under the existing program, three linear blocks <br />are cleaned each night, five nights a week, Wednesday through Sunday. <br />Based on this schedule, it takes five weeks to complete one full cleaning <br />cycle pursuant to the delineated areas in the attached map (Exhibit A). <br />The program also allows for additional cleanings as needed for major <br />spills or to prepare for events. In addition, the steam cleaning will <br />comply with the City's National Pollutant Discharge Elimination System <br />(NPDES) permit. <br /> <br />On April 9, 2003, a Request for Proposals (RFP) was issued to 18 <br />qualified vendors to provide steam-cleaning services; the RFP was also <br />published on April 12 and 13, 2003, in The Orange County Register.
