Contract Award for Steam Cleaning <br />Sidewalks in Downtown Santa Aha <br />February 2, 2004 <br />Page 2 <br /> <br />Each respondent's proposal and price quotations were rated using the <br />following criteria: pricing, history of like services, clarity and detail <br />of submitted proposal. The maximum obtainable score is 300. The ratings <br />for the three respondents are as follows: <br /> <br /> FI~M LOCATION PRICE PER ANNUM RATING <br />TSCM Huntington Beach, CA $385.00 per night 253 <br /> $105,000 per year <br />California Street Gardena, CA Bid determined N/A <br />Maintenance nonresponsive <br />Hydro Blast Orange, CA Bid determined N/A <br /> nonresponsive <br /> <br />TSCM was the only responsive firm, has a contract for steam cleaning at <br />The Depot at Santa Aha, is currently cleaning the Downtown, and has <br />rendered a high standard of service. They addressed their proposed work <br />plan in detail, and their efforts in the Downtown will meet or exceed the <br />required level of cleanliness. <br /> <br />Program funding is available due to the April 7, 2003, resolution adopted <br />by City Council. with that action the City .Council earmarked twenty <br />percent of the new income achieved from the parking meter rate increase <br />would be reinvested in the Downtown for additional and supplemental <br />security and maintenance services. During the first seven months of the <br />meter rate increase, the monthly twenty percent average revenue increase <br />is $9,000. Therefore, funds from this increase in revenue will cover the <br />cost of the steam-cleaning program. <br /> <br />The only alternative is to not award the contract, which would result in <br />no steam cleaning services in Downtown. This would be detrimental to the <br />Downtown resulting in an unacceptable level of maintenance of the City <br />sidewalks. <br /> <br />25.A. <br /> <br />Page 74 <br /> <br /> <br />
