Bid <br />Spec. 04-006. <br /> <br />DISCUSSION <br /> <br />The parking meter district was established to ensure that a proper level <br />of vehicular turnover would occur in the most congested areas of the <br />city, particularly the Downtown. Parking meters, in general, are <br />located, targeted and priced for short-term occupancy, usually under a <br />one-hour period. As part of a comprehensive parking program, a dedicated <br />level of parking enforcement is required in order to encourage proper <br />meter usage by patrons. <br /> <br />Currently, Section 1-18.4 of the Santa Aha Municipal Code authorizes the <br />downtown development manager to issue citations. The proposed amendment <br />to the ordinance will give the Executive Director of the Community <br />Development Agency or his/her designee the authority to issue parking <br />citations. This amendment is being made primarily to allow the Parking <br />~eter Technicians to issue parking citations. <br /> To enhance the parking meter program, two Parking Meter Technicians have <br /> been added to the Community Development Agency and will be directed <br /> primarily towards the enforcement component.
