Iss 1/28/2004 RESOLUTION NO. 2004-011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING THE CHIEF OF POLICE TO EXECUTE A GRANT AWARD AGREEMENT WITH THE STATE OF CALIFORNIA OFFICE OF EMERGENCY SERVICES FOR THE FISCAL YEAR 2004 URBAN AREAS SECURITY INITIATIVE (UASI) GRANT PROGRAM BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby, finds, determines and declares as follows: The U.S. Department of Homeland Security's Fiscal Year 2004 Urban Areas Security Initiative (UASI) Grant Program makes funds available to local law enforcement agencies to enhance security and overall preparedness to prevent, respond to, and recover from acts of terrorism. These funds are authorized for use in the purchase of anti-terror equipment, planning, training, exercises and technical assistance. The City of Santa Ana, by and through the Santa Ana Police Department, wishes to apply for UASI Grant Program funding to enhance its ability to respond to acts of terrorism. Section 2. The City Council of the City of Santa Ana hereby authorizes and directs the City Manager, the Chief of Police and the Fire Chief or their designee(s) to submit a grant application to the State Office of Emergency Services, and to execute on behalf of the City of Santa Ana, all required grant documents, including extensions and amendments thereof. Section 3. Grant funds received hereunder shall be used to supplement existing funds, and will not supplant funds that have been appropriated to enhance the City's ability to provide homeland security to the citizens of Santa Ana in response to threats or acts of terrorism. Section 4. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution. 55-C.
