However, the proposed project's incremental contribution would not be considered cumulatively considerable because the proposed project would comply with the applicable requirements of the uniform building code, and City regulations and standards, which provide specific requirements that would avoid any significant cumulative impacts within the project area. Furthermore, the incremental impacts associated with the proposed project would be at a level where they would not be considered cumulatively considerable. (C) Less Than Significant Impact The proposed project involves a zone change and the establishment of a trade school within an existing building. The operation and construction of the proposed project would not have any direct or indirect adverse impacts' on ~uman b~ings. XVIII DETERMINATION Based upon the evidence in light of the whole record documented in the above environmental evaluation and cited references, I find that the proposed project could not have a significant effect on the environment and a Mitigated Negative Declaration has been prepared.
