<br />EIR No. 99-01, AA No. 04-01, <br />GPA No. 04-01, and ZOA No. 04-02 <br />February 23, 2004 <br />Page 3 <br /> <br />Several traffic improvements will be made for this project. First, <br />Tenth Street will be converted from a two-way into a one-way, <br />eastbound only street. Second, Washington Avenue will be converted <br />from a two-way street to a one-way, westbound only street. In <br />addition, a roundabout with a water fountain in the center will be <br />constructed at the Tenth and Sycamore Streets intersection that will <br />be used as a traffic-calming device and urban amenity. Finally, a new <br />,pedestrian drop-off will be created for the Orange County High School <br />for the Arts (OCHSA). This drop-off, to be located in the parking lot <br />of a former church at 920 North Main Street, will replace the existing <br />drop-off zone on Sycamore Street. <br /> <br />A total of eleven structures are located on the project site, of which <br />seven have been classified as historically significant. The project <br />will require the removal of three of these structures (1007-1009, 1015 <br />and 1109 North Broadway), which are listed on the Santa Ana Register <br />of Historical Properties. The four remaining structures (1103, 1111, <br />1115-1117 and 1211 North Broadway), totaling nearly 12,500 square <br />feet, will be rehabilitated and be converted to office and commercial <br />uses. <br /> <br />On September 4, 2003, the demolition of the historic residences on the <br />site was reviewed by the Historic Resources Commission (HRC). After <br />extensive discussions regarding this matter, the HRC considered the <br />demolition request and determined that all of the requirements for <br />demolition had been fulfilled. However, an additional mitigation <br />measure was proposed by the HRC to require the developer to pay for <br />the cost of the relocation and rehabilitation of the three historic <br />structures that will be displaced for this project (Exhibit 10). <br /> <br />A comprehensive hardscape and landscape program has been developed for <br />the project. This program will assist in unifying the structures on <br />the site through a consistent landscape program. An expansive plaza <br />will be situated on the northeast corner of Tenth Street and Broadway <br />to provide visual relief as well as provide public spaces for people <br />to gather and interact. The plaza will include reflecting pools, <br />fountain:o, textured paving with natural stone and a grove of palm, <br />deciduous and evergreen canopy trees. Additionally, an urban art <br />sculpture will be integrated into the plaza area. The west elevation <br />of the parking structure will also be heavily landscaped to soften the <br />appearance of the structure from Broadway (Exhibit 11). <br /> <br />758-6 <br />
