<br />Resolutions Approving the Preliminary <br />Report and Receive and File the proposed <br />plan Amendments for the Merger of the <br />Santa Ana Redevelopment Projects <br />March 15, 2004 <br />Page 2 <br /> <br />COIIIIONITY REDZVBLOPIIBII'l' AND HOUSnIG COIIIIISSION RECOIOØNDA'l'ION <br /> <br />Recommended that the Community Redevelopment Agency: <br /> <br />1. <br /> <br />Adopt a resolution approving the preliminary report for the <br />Proposed redevelopment plan amendments for the merger and authorize <br />the transmittal of said report. <br /> <br />2. <br /> <br />Receive and file the proposed redevelopment plan amendments and <br />refer the proposed amendments to the Planning commission for its <br />recommendation. <br /> <br />By a vote of 6:0 (Rodriguez absent) at its Regular Meeting of March 2, <br />2004. <br /> <br />DISCUSSION <br /> <br />The Community Redevelopment Agency of the City of Santa Ana currently <br />has six redevelopment project areas: Central 'City, Inter City Commuter <br />Station, North Harbor, South Harbor, South Main and Bristol Corridor. <br />Each of the project areas has existing plans addressing the <br />revitalization of the blighted areas through increased economic vitality <br />and increased and improved housing opportunities. Existing Community <br />Redevelopment Law provides for a redevelopment agency to merge the <br />project areas in order to combine the tax increment revenues from all <br />the project areas and allocate the revenue among the entire project area <br />that will best facilitate the implementation of the redevelopment plans <br />for each project area. <br /> <br />The proposed plan amendments (Exhibit 1) are considered technical <br />amendments which will not add territory to the project areas, increase <br />the tax increment limit. or affect the plan termination date. Community <br />Redevelopment Law allows an agency to amend existing redevelopment plans <br />without requiring the documenting of significant blight or remaining <br />. blight findings within the project areas. ' <br /> <br />As pa:J:'t of the process to amend the redevelopment plans, the Community. <br />Redevelopment Law requires that specific information regarding the <br />proposed amendment be provided to the affected taxing entities and to <br />the .
