<br />Orange County Operational Area <br />PROGRAM NARRATIVE <br /> <br />Problem Statement <br /> <br />Orange County is the second most populous county in California with the 31st largest <br />economy in the world. It encompasses 798 square miles (O.C. Planning Department) <br />with a resident population of 2.9 million (U.S. Census Bureau 2000) and 37.9 million <br />visitors annually. Further, the County includes 34 incorporated cities, in addition to 205 <br />square miles (25.7%) of unincorporated area. <br /> <br />Recent intelligence information indicates the most likely CBRNE act of terrorism to <br />occur in the County of Orange may be of an explosive nature. Some primary targets for <br />these types of attacks include 42 miles of coastline, 3 harbors, numerous internationally <br />known tourist attractions, technicallmanufacturing locations, shopping malls including <br />the 3rd largest retail establishment in the nation, John Wayne Airport, various venues <br />hosting national and international sporting events, and large convention centers. <br /> <br />The operational Area will have equipped the majority of emergency responders with <br />basic Personal Protective Equipment through previous grants administered through the <br />State. Additional equipment including level "B" PPE, detection and decontamination <br />equipment, medical supplies, pharmaceuticals, intelligence gathering/sharing equipment <br />and CBRNE support vehicles will further equip the Operational Area for prevention, <br />response, and mitigation of a terrorist attack, <br /> <br />Currently law enforcement, emergency responder ambulance personnel, and Command <br />Staff are not adequately trained in the use of PPE and the specific role their discipline <br />has in the event of a terrorist attack. <br /> <br />Priorities <br /> <br />The Operational Area has a detailed plan in place to develop priorities and <br />interoperability for equipment, exercises, training, planning, and administration. The <br />process of the Training and Equipment committee, Ad Hoc Committee, and Law" Fire, <br />Health Anti-Terrorism Advisory Group was in place prior to the distribution of the Fiscal <br />Year 2003'Homeland Security Grant. As a result, the Operational area is following a <br />strategic plan set forth by the above committees. The Five Member Approval Authority <br />is following the guidelines set forth in this Strategic Plan. The initial goal was to equip <br />and train emergency responders within the Operational Area to prevent, respond to, and <br />mitigate a WMD incident.
