<br />HRCA Nos. 2003-44, 45, 49 and 50 <br />HRC Nos. 2003-46, 47, 51 and 52 <br />February 5, 2004 <br />Page 2 <br /> <br />The structures, Joe Lowell House, Laurie House, Nelson House and the <br />Jellison House, meet the minimum selection criteria for inclusion on the <br />Santa Ana Register of Historical Properties pursuant to criteria <br />contained in Section 30-2 of the Santa Ana Municipal Code. The first <br />benchmark for selection requires that structures be 50 or more years <br />old. As detailed in the following property descriptions, all the <br />structures proposed for placement on the Register meet the minimum age <br />criterion. <br /> <br />Key Category <br /> <br />Based on the results of research, the Joe Lowell House meets the <br />criteria as contained in Section 30-2.2 of the Santa Ana Municipal Code <br />to be placed in the Key category. The code criteria for Key designation <br />are as follows: <br /> <br />a. <br /> <br />The building, landmark or district <br />architectural style and quality; or <br /> <br />has <br /> <br />a <br /> <br />distinctive <br /> <br />b. <br /> <br />The building, landmark or district is characteristic of a <br />significant period in the history of the City of Santa Ana; or <br /> <br />c. <br /> <br />The building, landmark or district is associated <br />significant person or event in the City of Santa Ana. <br /> <br />with <br /> <br />a <br /> <br />The Joe Lowell House, located at 924 North Lowell Street and built in <br />192.4, qualifies for listing on the Santa Ana Register of Historical <br />Properties as a building with distinguishing characteristics of the <br />Mission/Spanish Colonial Revival and Pueblo Revival architectural style <br />and for its association with Joe Lowell. Mr. Lowell was instrumental in <br />the development of Washington Square. This structure is also eligible <br />to be placed within the Key category for its distinctive architectural <br />style and quality as illustrated by its cubic massing, stylized <br />buttresses, vigas, arched openings, stucco and red clay tile. <br /> <br />Contributive Category <br /> <br />Based on the results of research, it is recommended that the structures <br />listed below be placed in the Contributive category. The code criteria <br />for Contributive designation are that a building, structure, obj ect or <br />site contributes to the overall character and history of a neighborhood <br />or district and is a good example of period architecture. <br /> <br />75A-8 <br />
