<br />4I8eUP No. 2004-03, <br />SPR No. 2004-01, <br />March 22, 2004 <br />Page 3 <br /> <br />ZOA No. 2004-01, <br />and TTM No. 2004-01 <br /> <br />Analysis of the issues <br /> <br />Zoning Ordinance Amendment <br /> <br />On February 18, 2003, the City Council approved Amendment Application <br />(AA) No. 2003-01 to create the Specific Development No. 71 (SD-71) <br />zoning district for the Santiago Street Lofts. The concept approved for <br />the site was to allow the development of a live-work loft community <br />(Exhibit 7). <br /> <br />The initial plans submitted with AA No. 2003-01 were conceptual. Based <br />on input from various parties, the applicant has submitted revised <br />plans. As a result, Greystone Homes is requesting approval of Zoning <br />Ordinance Amendment No. 2004-01 to allow various amendments to the SD. <br />These will include: <br /> <br />. 1. <br /> 2. <br /> 3. <br /> 4. <br /> 5. <br /> 6. <br /> <br />Section 9 - Identifies type of uses permitted. <br /> <br />Section 10 - Establishes prohibited uses. <br /> <br />Section 11 <br />Activities. <br /> <br />Establishes <br /> <br />procedures <br /> <br />for <br /> <br />Temporary <br /> <br />Outdoor <br /> <br />Section 12 - Creates development standards for setbacks, <br />street parking, density, landscaping and public art. <br /> <br />off- <br /> <br />Section 13 Establishes miscellaneous standards <br />public art, landscaping and project maintenance. <br /> <br />regarding <br /> <br />Section 14 Establishes the process through which <br />standards will be developed and approved. <br /> <br />signage <br /> <br />Development at this location is predicated on the transit-oriented <br />development (TOD) concept, as the site is adjacent to the Transit <br />Village study area, the Regional Transportation Center which serves as a <br />station for both Amtrak and Metrolink, and the proposed Centerline light <br />rail line. The inclusion of a live-work project similar to the Downtown <br />lofts will enhance the visual gateway into the City and reinforce the <br />.City'S image as a regional activity center. In particular, the General <br />lan identifies this location as a major gateway that leads directly <br />into the Downtown and Civic Center area. <br /> <br />75C-7 <br />
