<br />area, which equals )1 % of the 2,221 total narcotics offenders arrested in the city (see Table 7). <br /> <br />Although SAPD in collaboration with other city departments, residents, and community <br /> <br />stakeholders has made great strides in developing a partnership approach to crime, there is still a <br /> <br />significant level of crime that instills fear and hopelessness in residents. <br /> <br />INABILITY TO MEET THE NEEDS WITH CURRENT SERVICES: The schools offer after <br /> <br />school services, including homework assistance and recreation activities provided by school <br /> <br />district and city staff and volunteer tutors from local colleges. The programs have limited funding <br /> <br />and are unable to accommodate all students who need services. The activities focus on enrichment <br /> <br />activities rather than remedial services and they do not target at risk students, which makes up the <br /> <br />majority of the school's suspension/expulsion population, which has the highest rate of single <br /> <br />parent families with no male figure at home and the lowest rate of parent participation in school <br /> <br />activities. School officials note that this population has experienced so much failure they show <br /> <br />signs of depression and stress that they relieve through violence and substance abuse. The schools <br /> <br />lack the resources to provide positive role models, academic remediation, activities that help <br /> <br />relieve stress and provide positive reinforcement, and opportunities for success for this population. <br /> <br />McFadden Education and Technology Center will provide homework assistance, computer labs, <br /> <br />career services, and cultural arts through a combination of funds from the City's general fund and <br /> <br />the US Department of Education. The Center lacks resources to address the needs ofthe target <br /> <br />population, including support services to address suspensions and expulsions or remediation, <br /> <br />however, it will continue to serve the target population once students successfully achieve their <br /> <br />individual program goals and objectives and are transitioned into mainstream activities. <br /> <br />PLAN <br /> <br />TARGET AREA/POPULATION: The target area is the attendance boundaries for Spurgeon <br /> <br />Intennediate School and three elementary schools, including Lincoln, Monte Vista and Jackson. <br /> <br />) <br />
