<br />The target area includes census tracts 748.02, 748.04, 748.05, and 748.06 and police reporting <br /> <br />grids 104, 105, 106,85, and 86, and 126, which intersect the Southcoast and Westend Police <br /> <br />Districts (see Area Map in Attachments). <br /> <br />There are 7,2)4 households in the area, )6.30% with 7+ persons and 40.1 % with 4 to 6 persons. <br /> <br />The median housing value is $161,624 compared to the county median of over $400,000. The <br /> <br />estimated median family income is $20,000 in spite of the fact that a significant number of <br /> <br />households have multiple wage earners. As a result, an average of 84% of elementary school and <br /> <br />72% of intermediate school students in the area receive ftee lunch based on poverty guidelines <br /> <br />compared to )8.2% countywide and 47.1 % statewide. <br /> <br />The target area is a diverse section of Santa Ana, with a mixture oflarge, high-density <br /> <br />apartment complexes, single-family homes, and mobile home parks. The apartment complexes <br /> <br />consume considerable community resources to deal with gang-related criminal activity, drug <br /> <br />dealing, violent crime, domestic violence, and infrastructure deterioration associated with <br /> <br />overcrowding, poor management practices and poor maintenance. Commercial development <br /> <br />consists primarily of strip malls concentrated along the area's major thoroughfares. <br /> <br />Over the past ten years, the city has formed 54 Neighborhood Associations, which are highly <br /> <br />organized and work effectively with city government. The City has faced extreme difficulty <br /> <br />organizing associations in the target area. One example is the Casa Bonita Neighborhood <br /> <br />Association in the area immediately surrounding Monte Vista Elementary School. This <br /> <br />association has held a Latino Heroes Street Fair for the past two years, but still can only utilize a <br /> <br />portion of the main neighborhood street because the residents fear gang and drug activity that <br /> <br />occurs two blocks ftom where the event is held. <br /> <br />PROGRAM DESCRIPTION: The title ofthe program is the Leadership Development Strategy at <br /> <br />McFadden Education and Technology Center.
