<br />WORKSTUDY SESSION <br /> <br />. <br /> <br />. Santa Ana Housing Authority serves as program administrator to <br />insure owner compliance with all regulations <br />. Family Self-Sufficiency (FSS) Program - Developed by HUD to <br />encourage Housing Authorities to implement local strategies to help <br />assisted families obtain employment that will lead to economic <br />independence and self-sufficiency <br />. Santa Ana Housing Authority works with individuals who sign a <br />contract of participation for a five-year term which sets individual goals <br />for each participant <br />. The Santa Ana Housing Authority works with schools, businesses and <br />other local partners to develop a program that gives participants an <br />opportunity to gain skills and experience to enable them to obtain <br />employment <br />. There are 187 active FSS participants and 58 FSS graduates since the <br />inception of the program in October 1993; of the graduates, 40 are no <br />longer receiving housing assistance <br />. In the last Rental Integrity Monitoring Review by HUD, there were no <br />negative findings and the Authority was recommended for Best <br />Practices Award for file structure <br />. In the Single Audit review, there were no negative findings and the <br />Authority received comments on superior file structure and <br />maintenance <br />. President Bush's 2005 proposed flexible voucher program would <br />impact Santa Ana Housing Authority: reduce voucher funding by 12%; <br />reduce 310 families from program and reduce administrative funding <br />estimated at 25% <br /> <br />. <br /> <br />COMMENTS <br /> <br />90.A. <br /> <br />PUBLIC COMMENTS <br /> <br />John Brierly, representing the Laurelhurst Neighborhood Association, <br />reported that the Association planned to be more active and priorities <br />include the repair of sewers and repair and slurry of streets in the <br />neighborhood <br /> <br />90.B. <br /> <br />CITY COUNCIL COMMENTS <br /> <br />. <br /> <br />Councilmember Garcia <br />. Asked the Executive Director, Public Works Agency, when work would <br />begin on Newhope.
