<br />~nditional Use <br />.ay 10, 2004 <br />Page 2 <br /> <br />Permit No. 2004-11 <br /> <br />Project Description <br /> <br />Goodwill Industries proposes to operate a non-profit retail thrift store <br />within an existing 12,778 square foot tenant space at 2118 South Bristol <br />Street. The proposed business differs from existing Goodwill retail store <br />operations in that this store will involve the sale of products similar to <br />upscale factory and clearance type department store goods. The proj ect <br />will require tenant improvements within the existing building in order to <br />create the retail and storage areas necessary for the business operations. <br /> <br />Numerous façade and site improvements were approved in September 2003 for <br />both the subject building and the site as a whole. No additional exterior <br />changes are proposed to the building. Improvements such as parking lot <br />landscaping and parking lot re-striping were recently completed (Exhibits <br />3, 4 and 5) . <br /> <br />Analysis of the Issues <br /> <br />~ conditional use permit is required for thrift shops operated by <br />nonprofit or government-subsidized organizations. Goodwill Industries <br />will provide additional employment opportunities and training for people <br />with disabilities and other handicaps, together with reasonably priced, <br />high quality retail products. <br /> <br />To avoid possible impacts associated with the thrift store use, it is <br />recommended that conditions be attached to the conditional use permit in <br />order to mitigate any negative impacts associated with the operation of <br />the facility. It is not anticipated that the proposed thrift store, in <br />conjunction with the proposed conditions, will create negative impacts <br />to the surrounding business or residential community. Parking for the <br />proj ect including the proposed thrift store meets code requirements as <br />the buildings were originally constructed for retail use. A total of <br />582 parking spaces are required and have been provided on the project <br />site. Upgrades are proposed to the existing parking lot lighting, which <br />is intended to bring the site into closer compliance with current <br />commercial development standards. All other developments standards were <br />satisfied as a result of the recently completed façade improvement to <br />the project site. <br /> <br />The thrift store use will provide a long-term social benefit to the <br />~ommunity as the use functions as a typical retail establishment. <br />~dditionally, no adverse impacts are anticipated as a result of the <br />project's approval. At the time of this report, there appear to be no <br />code enforcement violations on the subject site. <br /> <br />31A-3 <br />
