In January 2004, their petition met the minimum <br />requirements. Consequently, residents in the Lacy neighborhood <br />requested that the City establish a permit parking district to <br />alleviate overflow parking problems. The proposed Lacy Permit <br />Parking District consists of an area of the City bounded by, but <br />not including: civic Center Drive on the north, Santiago Boulevard <br />and Southern Pacific Railroad on the east, First Street on the <br />south, and Main Street on the west. Santa Ana Boulevard and Fourth <br />Street are also excluded (Exhibit 1). Sections of streets that abut <br />non-residential uses and non-qualifying multi-family homes will not <br />be part of the permit parking district. Creation of this district <br />does not imply that permit parking will necessarily be installed on <br />every block. <br /> <br />Under the proposed parking permit program, parking will be <br />restricted to eligible residents on those sections of streets <br />adjacent to homes with no more than four dwelling units. A maximum <br />of three resident parking permits will be issued for single-family <br />8 homes, and no more than one resident parking permit per unit will <br />be issued for multi-family dwellings with no more than four <br /> <br />55A-1 <br />
