This
project, located in the city of Santa Ana, proposes a 53,950 square foot, two-story expansion to
the existing museum and the construction of a five-level parking structure with approximately
15,000 square feet of retail space on the ground floor. The nearest State transportation facility is
Interstate 5.

Caltrans District 12 status is a reviewing agency on this project and we have the following
comments from our Traffic Operations Branch:

1. The minimum level of service (LOS) acceptable for State transportation facilities is "D".
Any intersections with LOS "E" or "F" (on State right-of-way) will create a significant
impact;

2. The signalized intersection on State right-of-way (ROW) needs to be analyzed using the
Highway Capacity Methodology (HCM) software;

3. Please include the intersection at the northbound (NB) off-ramp and Main Street as part of
the traffic analysis;

4. Please also include traffic coming from NB Interstate 5 as part ofthe distribution;

"Callrans improves mobility across California"

EXHIBIT 8
Page 1 of 17

758-26
