BOWERS MUSEUM EXPANSION <br /> <br />Dear Mr. Bott, <br /> <br />P & D Consultant has reviewed the comment letter fnom Caltrans regarding the subject <br />pnoject. Our responses are summarized in the body of this memorandum. <br /> <br />COMMENTS and RESPONSES <br /> <br />Comment 1 - The minimum level of service (LOS) acceptable for State transportation <br />facilities is "D". Any intersection with LOS "E" or "F" (on State right-of-way) will create a <br />significant impact; <br /> <br />Response: <br /> <br />As discussed in the Section 2.8 Regulatory Framework in the Traffic Impact Study Report, <br />the City of Santa Ana has established LOS D or better as the acceptable LOS for <br />intersections in the City except in Major Development Areas, where LOS E is considered <br />acceptable. The two ramp intersections (1-5 SB on-ramp at Main St./Buffalo Ave and 1-5 SB <br />off-ramp at Main St./Santa Clara Ave.) are located in the Major Development Area. <br /> <br />Comment 2 - The signalized intersection on State right-of-way needs to be analyzed using <br />the Highway Capacity Methodology (HCM) software; <br /> <br />Page 3 of 17 <br /> <br />758-28 <br />
