Provide telephone liaison with potential bidders as regards all matters <br />concerning bidding of the project and prepazation of addenda as required to <br />document design changes or clarifications. <br />3. Assist City in telephone evaluation ofbids received and make recommendations <br />for award or rejection. <br />4. Assist City in conducting Pre-Construction Conference to enable all relevant <br />parties to comprehend scope of project, implementation of specification and <br />City requirements. <br />a. Prepare minutes ofPre-Construction Conference covering all aspects of <br />contractor's questions and clarifications of project and present to all <br />parties. <br />5. Assist City in review and approval of Contractor submittals and project <br />procedures for project. Rejected submittals would be supplemented with an <br />explanation of the reason for rejection and requirements for re-submittal. <br />6. Respond to Requests for Information and provide clarification of the plans and <br />specifications during construction process. <br />7. Prepare change orders as needed. HAE has a very low occurrence of change <br />orders on our projects because of our detailed technical specifications and plans. <br />The modifications communicated by change order would be fully documented <br />with written descriptions of the work required. <br />8. Review all contractor invoices, inspection reports, inspector estimates ofpercent <br />completion and make recommendations tothe District forpayment ofcontractor <br />as appropriate. <br />9. Provide periodic site inspection during structural retrofit. It is anticipated three <br />visits per reservoir. <br />10. Consultant recommends the City obtain full time quality control inspection <br />during the exterior painting and interior coating repair. This cost is not included <br />in this proposal. <br />G.
