<br />8 <br /> <br />Attachment A <br />Procedures for Neighborhood Traffic Management Plans <br />Resolution 2004-054 <br /> <br />1. The following procedures shall apply whenever it is determined there is a <br />potential local traffic problem in a residential neighborhood attributable to <br />cut-through or other non-locally generated traffic. <br /> <br />2. Prior to considering any actions covered by Vehicle Code Section 21101 (f), <br />City staff shall conduct a study to consider modified traffic controls such as <br />arterial improvements, stop signs or other traffic control measures, which <br />would not cause a significant change in the existing traffic pattern. If <br />warranted by the study, the recommended traffic controls shall be <br />implemented to determine their effectiveness and acceptance. <br /> <br />3. If traffic control measures set forth above are found to be ineffective and/or <br />infeasible, either the community may circulate a petition requesting <br />preparation of a Neighborhood Traffic Management Plan, or ETAC or the <br />City Council may initiate preparation of a plan. <br /> <br />8 <br /> <br />4. In the case of a petition, the petition shall identify the problem and generally <br />describe a solution. Before circulation, the community shall submit the <br />proposed petition to City Staff who will determine the area to be petitioned <br />(preliminary Area of Impact). The petition must be returned within 90 days <br />with supporting signatures from at least 35% of the dwelling units and <br />businesses in the preliminary Area of Impact in order to require further City <br />staff work on the proposal. For non-petition initiated plans, ET AC shall <br />designate a preliminary Area of Impact. <br /> <br />5. The Neighborhood Traffic Management Plan shall be developed by Staff in <br />cooperation with a Neighborhood Traffic Committee appointed by the <br />petition circulators, or Staff (if the circulators do not designate a <br />neighborhood traffic committee, or if the process is Staff initiated.) <br /> <br />6. Police and Fire Department representatives shall participate in the <br />development of the plan, and recommended changes from said agencies <br />shall be incorporated into the proposed plan prior to submittal to ET AC. <br /> <br />7. The Neighborhood Traffic Management Plan shall balance technical <br />feasibility of the plan and perspective of the community, while conforming to <br />the requirements of California Vehicle Code Section 21101 (f) and the Santa <br />Ana General Plan. <br /> <br />8 <br /> <br />Resolution No. 2004- <br />Page 4 of 6 <br /> <br />75F-11 <br />
