<br />8. When City Staff and the Neighborhood Traffic Committee agree on a draft <br />plan, Staff shall mail a notice of the proposed Neighborhood Traffic <br />Management Plan to all dwelling units and businesses in the preliminary <br />Area of Impact, as well as any neighborhood associations whose boundaries <br />include some or all of the preliminary Area of Impact. <br /> <br />9. City Staff and the Neighborhood Traffic Committee shall present the <br />proposed neighborhood traffic plan at a neighborhood meeting, and may <br />revise the plan based on comments received. <br /> <br />10. Thereafter, City staff shall submit the proposed Neighborhood Traffic <br />Management Plan to ETAC for review and approval. conditional approval or <br />denial. <br /> <br />11. ET AC may direct City staff to conduct an advisory poll of the proposed Area <br />of Impact. Unless otherwise determined by ETAC, the poll shall be <br />conducted both before and after temporary installation of the proposed <br />Neighborhood Traffic Management Plan. The advisory poll form(s) shall be <br />mailed to the occupants of each dwelling unit and business in the Area of <br />Impact, and shall be returned to the City by a predetermined date in order to <br />be considered. <br /> <br />12. The results of the advisory poll shall be presented to ETAC, who shall <br />consider the poll results, along with Staff recommendation to determine <br />whether to recommend to the Neighborhood Traffic Management Plan to the <br />City Council. <br /> <br />13. The ETAC recommendation on the Neighborhood Traffic Management Plan <br />shall be submitted to the City Council to determine whether to temporarily <br />implement the plan. <br /> <br />14.lf the City Council preliminarily approves the Neighborhood Traffic <br />Management Plan, City staff shall implement the plan on a trial basis of up to <br />six months so as to provide data on the effect and impacts of the proposed <br />traffic plan on the Area of Impact and other areas of the community. <br /> <br />15. City staff, including Police and Fire departments, shall study the results of <br />the trial period to determine the effectiveness of the plan, prepare all <br />necessary studies to comply with the Califomia Environmental Quality Act <br />(CEQA) utilizing traffic data from the temporary installations, and conduct a <br />second advisory poll (if applicable). <br /> <br />Resolution No. 2004- <br />Page 5 of 6 <br /> <br />75F-12 <br />
