<br />Cooperative Agreements <br />July 6, 2004 <br />Page 2 <br /> <br />with Metrolink <br /> <br />The second agreement is for construction of a block wall required to <br />facilitate the City's Art Panels Project. In 1999, the City Council <br />authorized staff to apply for Transportation Enhancement Activities (TEA) <br />grant funds to design and construct a concrete block wall that will <br />function as a backdrop upon which art images can be mounted or embedded. <br />The City received $375,000 in TEA grant funds for this project. The wall <br />will be approximately 1,000 feet long by 15 feet high and be constructed <br />adjacent to the new second platform on the east side of the tracks. The <br />wall will also serve to enhance the appearance of the station area by <br />screening The Depot from the adjacent industrial properties. <br /> <br />Cooperative Agreements are required to define the roles and <br />responsibilities of both parties during and after construction. <br />Metrolink will be responsible for construction and timely completion of <br />both proj ects. The City will be responsible for the operation and <br />maintenance of the new second platform, pedestrian bridge structure and <br />block wall. The project schedule calls for construction to begin in <br />August 2004 with a projected completion date of June 2005. The Art <br />Panels will be installed in the future as part of a separate contract. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />Metrolink filed a Statutory Exemption for the second platform and <br />pedestrian bridge project under California Code of Regulations Section <br />15260, et seq. The project qualifies for exemption because it proposes <br />to modernize an existing station and parking facility. The Block Wall <br />and Art Panels project is Categorically Exempt under the California <br />Environmental Quality Act and the City is currently processing a <br />Categorical Exclusion under the National Environmental Policy Act. <br /> <br />FISCAL IMPACT <br /> <br />Funding for the new platform and bridge will be provided by Metrolink <br />through a $5.6 million State grant. There is no City funding required <br />for this project. The recommended action will allow the City to <br />reimburse Metro1ink for construction of the block wall.
