Councilman Evans had earlier expressed his opinion that he would support <br />the Resolution creating a Committee, since he did not feel that any Board <br />or Commission should have subpoena powers. Councilman l~atterson had <br />stated that he was in favor of the Commission and felt that it could be <br />created without the subpoena power; that the City's greatest need is in'the <br />area of human relations; that by creating a commission by ordinance the <br />Council would be telling the Community that it wanted the highest level of <br />an improved human relations program. <br /> <br />RECE SS <br /> <br />members present. <br /> <br />At 9:40 P. M., a five minute recess <br />was declared. The Council recon- <br />vened at 9:50 P. M., with all Council <br /> <br />Mayor Griset noted that the people involved with the appeal (No. 228) <br />earlier in the meeting were not satisfied with the action taken and suggested <br />that they meet with the City Attorney to discuss the problem, and explained <br />that Ordinance NS-1000 would be on the Agenda for the January 19 Council <br />meeting for second reading and adoption and that they could express them- <br />selves again at that time. <br />HUMAN RELATIONS PROGRAM (Continued) <br />It was moved by Councilman Patterson, seconded by Councilman Evans and <br />unanimously carried, to read by title only Resolution 70-2. <br /> <br />RESOLUTION 70-2 ESTABLISHING A HUMAN RELATIONS COMMITTEE OF <br />THE CITY OF SANTA ANA was adopted on motion of Councilman Patterson <br />seconded by Councilman Evans, inserting the word "fifteen" with respect to <br />the number of Committee members, and with the provision that at the end of <br />one year of existence of said Committee, it then be reviewed by the City <br />Council to determine whether its status should be changed to a Commission <br />or retained as a Committee, on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Evans, Markel, Patterson, Villa, Griset <br />He rrin <br />None <br /> <br />Cliff Frazier, Santa Ana, spoke against forming any type of body in regard to <br />Human Relations, saying he felt it was up to each individual to live and let <br />live with his neighbor. J. J. King, Jesse Berry and Everett Winters <br />expressed their disappointment to the Council that a Human Relations <br />Commission had not been created, since they felt it was much more needed <br />than a Committee. Mrs. Janice Boer pointed out that the State Constitution <br />provides that no ordinance may be adopted by a City Council which would be <br />inconsistent with its Charter and she recommended that the Council give much <br />thought to the recommendations of the City Manager in this matter. Galal <br />Gough spoke, expressing the opinion that creating the Committee was a step <br />forward and that by the end of a year, a Commission would probably be <br />established by Ordinance. <br /> <br />Councilman Patterson, who had served as the Chairman of the Formation <br />Committee, expressed his deep concern that the minority leaders were so <br />disappointed and stated that he thoughtCouncil now was left with two <br />alternatives: (1) to proceed with the Resolution just adopted, seeking the <br />most competent people to serve on the Committee that could be obtained; <br />(2) to rescind the action just taken and not create anything whatsoever. <br /> <br />CITY COUNCIL -10- January 5, 1970 <br /> <br /> <br />
