MINUTES OF THE SPECIAL JOINT MEETING <br />OF THE CITY COUNCIL OF <br /> SANTA ANA, CALIFORNIA AND <br /> THE SANTA ANA UNIFIED <br /> AND JUNIOR COLLEGE DISTRICTS <br /> BOARD OF EDUCATION <br /> <br />January 15, 1970 <br /> <br />The meeting was called to order at 7:00 P. M., in the Board Room of the <br />Santa Aha Board of Education at 1405 French Street, with the following <br />Councilmen and Board Members in attendance: <br /> <br />Councilmen: <br /> <br />Wade Herrin, Vernon S. Evans, J. Ogden <br />Markel, Ray Villa and Mayor Griset <br /> <br />Board Members: Jesse Berry, Charles Elerding, Robert Harr <br /> and Rodolfo Montejano <br /> <br />Councilman Patterson arrived at 7:15 P.M. <br /> <br />Also present were City Manager, Carl J. Thornton and School Superin- <br />tendent, Charles F. Kenney. <br /> <br />SCHOOL CROSSING GUARDS Mr. Montejano, Chairman, welcomed <br /> the public and requested that the dis- <br /> cussion be limited only to Board Mem- <br />bers, Councilmen and members of the respective staffs. <br /> <br />Mr. Montejano stated that student crossing guards had been discontinued by <br />the school due to loss of class time which had proven detrimental to the <br />teachers and students; that there had been no change of boundaries during <br />the last two years and none was contemplated which would affect the school <br />crossing guard situation. He asked for suggestions from the Council as to <br />how the Board might assist the City in a crossing guard policy. <br /> <br />Mayor Griset stated that the City desired to establish crossing guard guide- <br />lines which could be applied to all requests on an equal basis. <br /> <br />Councilman Markel spoke in favor of resumption of School Boy Patrols. <br /> <br />Mr. Hart described how parent groups had been successfully organized to <br />perform the school crossing guard function in the Compton School District. <br />Mr. Kenney agreed to obtain further information regarding the Compton <br />parent patrol. <br /> <br />Councilman Villa stated that it was difficult to understand the warrants, <br />particularly when residential intersections met the warrants but heavily <br />trafficked intersections did not; that he would be in favor of a policy whereby <br />the City would absorb the cost of the crossing guards based on recommen- <br />dations as to the location from the School Board. <br /> <br />CITY COUNCIL -15- January 15, 1970 <br /> <br /> <br />
