Mr. Thornton read Se~'~on 21372 of the Vehicle Code which sets forth the <br />necessity for warrants and emphasized thai, if the City did not adhere to the <br />warrants, it could easily lose local control to the state. <br /> <br />Mr. Berry suggested thai consideration be given to using the local police to <br />act as crossing guards; and that such a policy would give the school children <br />and policemen an opportunity to become friends. <br /> <br />In response to a question from Mr. Montejano, Mayor Griset stated that the <br />City would be willing to review the warrants and if necessary modify them <br />if it were in the best interest of the community. <br /> <br />Mr. Kenney stated that it was the responsibility of the School District to <br />call to the attention of the City the need for a particular safety requirement; <br />that it was the responsibility of the City to provide it; and that the School <br />District has no funds to share the costs without taking them from another <br />school program. <br /> <br />Councilman Evans stated that he was in favor of a review of the ~varrants; <br />that the City no~v has 31 guards and 5 relief guards; that it does not seem <br />logical that many more would be necessary; and that he would favor the <br />City paying the entire cost and installing guards based on recommendation <br />of the School Board or the Council. <br /> <br />Mr. Elerding stated that he would be in favor of a policy where the Council <br />would add crossing guards based on the recommendation of the School Board <br />after evaluation of the need; and that this could be done under present warrants. <br /> <br />Mr. Thornton stated that under the present system all locations are treated <br />equally; that if we lower our standard for one particular intersection it was <br />entirely possible that many other locations would also meet that lowered <br />standard necessitating additional guard assignments on an equal basis. <br /> <br />Director of Public Works stated that the traffic count is based on the theory <br />of "automobile - pedestrian conflict"; that all the traffic that would cross <br />the crosswalk where the children are crossing is counted; and that a traffic <br />signal is allowed a certain amount of credit in the count. <br /> <br />Councilman Herrin stated that the Council relies on its Traffic Safety <br />Committee for recommendation for addition or deletion of crossing guards. <br /> <br />Mr. Montejano stated that the Traffic Safety Committee really served no <br />useful purpose; that it relied on the recommendations of the City Adminis- <br />trative Staff; that he would suggest abolishing it because it created <br />additional antagonism. <br /> <br />Councilman Herrin stated that more emphasis should be given to instructing <br />children in traffic safety, both in the school and by the parents. <br /> <br />Councilman Patterson stated that he would suggest: <br /> <br />(1) that the Council evaluate the warrants and ask the staff to make <br /> a recommendation; <br /> <br />CITY COUNCIL -14- January 15, 1970 <br /> <br /> <br />
