RECESS <br /> <br />present. <br /> <br />At 8:50 P,M., a five minute recess was <br />declared. The Council reconvened at <br />9:00 P. M., with all Council members <br /> <br />CROSSING GUARDS The City Council considered the report <br /> dated December 23, 1969, from the <br /> Citizen-Government Advisory Committee <br />for Traffic Safety in regard to School Crossing Guards, tabled on January 5 to <br />this meeting. The Mayor explained that the City Council had met with the <br />School Board on January 15 and had discussed informally the problem of the <br />crossing guard situation as it relates to the City Council and to the School <br />Board; that the problem had not been resolved, and that the School Board <br />would be discussing the matter further and would advise the Council of its <br />position in regard to School Crossing Guards. <br /> <br />After discussion by Council as to the function of the Traffic Safety Committee <br />and the possibility of modifying the warrant system, it was moved by Council- <br />man Patterson, seconded by Councilman Villa, that the Crossing Guard pro- <br />vided on a temporary basis at First and Orange be retained until such time as <br />the staff has had time to evaluate (1) the present warrant system with a view <br />to possible modification of the warrants and (2) whether or not we need a <br />Traffic Safety Advisory Committee; and in the meantime, when the School Board <br />indicates we need a crossing guard where it does not meet the warrants thai the <br />School Board share the cost of crossing guards with the City. The motion was <br />adopted on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herrin, Evans, Patterson, Villa, Yamamoto, Griset <br />Markel <br />None <br /> <br />Robert Harr, of the School Board, suggested that consideration also be given <br />to the method used by the Compton School District, where parents take it upon <br />themselves to participate as crossing guards where they feel it is needed. The <br />Mayor responded that the motion did not preclude the participation of parents. <br /> <br />HUMAN RELATIONS PROGRAM The City Council considered the recommen- <br />RES. 70-4 dation of the Human Relations Formation <br /> Committee regarding the implementation <br />of Resolution 70-2 adopted at the Jsnuary 5 Council meeting, establishing a <br />Human Relations "Committee". The Human Relations Formation Committee, <br />after meeting to discuss the implementation, recommended that a Human <br />Relations "Commission" be established by Resolution, thus it could be called a <br />Commission without the power of subpoena and would not be limited to a member- <br />ship of eight. <br /> <br />RESOLUTION 70-4 ESTABLISHING A HUMAN RELATIONS COMMISSION OF <br />THE CITY OF SANTA ANA was adopted, on motion of Councilman Patterson, <br />seconded by Councilman Villa, with the proviso that at the end of one year of <br />e:xistence of said Commission, it be reviewed by the City Council to determine <br />whether it should be created as a Commission by Ordinance; and Resolution <br />70-2 was rescinded, on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Evans, Patterson, Villa, Yamamoto, Griset <br />Herrin, Markel <br />None <br /> <br />CITY COUNCIL <br /> <br />-24- January l9, 1970 <br /> <br /> <br />
