SURPLUS PROPERTY SALE Council discussed the City Manager's <br />TO ASSISTANCE LEAGUE report dated February 2, 1970, <br /> requested by Councilman Markel, <br />regarding the December 1, 1969 auction sale of surplus property located <br />at 1023 and 1027 West First Street, to the Assistance League. The report <br />outlined the method employed by the staff in determining the property <br />value. <br /> <br />MOBILE HOME PARKS The City Council considered the <br /> Planning Commission Resolution <br /> regarding Statement of Policy to <br />Guide and Assist Developers in Design of Mobile Home Parks. <br /> <br />Tom Ballas, mobile home dealer at 436 South Harbor and President of the <br />California Mobile Home Association, told the Council that a problem has <br />arisen in the past year with the development of mobile home parks; that <br />sales of mobile homes are now taking place at the mobile home park site; <br />that the businessman who sells mobile homes must comply with ordinances <br />regulating that business but the on-site sale is not similarly regulated; <br />that this puts the businessman at a disadvantage because his overhead, <br />cost of doing business and capital outlay are much greater than the land <br />developers; and that as soon as the park site is full, the business is dis- <br />banded and the buyers are left without service for their homes. He stated <br />further that when a park has a sales lot in it, it is commonly called a <br />"closed park"; that spaces are rented only to those who purchase mobile <br />homes at that location; that such purchases are approximately $500 to <br />$2500 over and above its normal price; that shortage of spaces have created <br />a black-market situation whereby the off-site dealer must pay $650 for the <br />space if the mobile home is bought from him; and thai space rental is <br />usually on a month-to-month basis subject to a 30-day notice to vacate by <br />the park manager or owner. The City Manager assured Mr. Bal!as that <br />the City would look into the matter and give any help possible to alleviate <br />these situations. <br /> <br />On motion of Councilman Herrin, seconded by Councilman Evans and <br />unanimously carried, Planning Commission Resolution No. 5912 regarding <br />Statement of Policy to Guide and Assist Developers in Design of Mobile <br />Home Parks was referred to the City Manager and staff for recommen- <br />dation and report. <br /> <br />NATIONAL LEAGUE OF On motion of Councilman Patterson, <br />CITIES CONFERENCE seconded by Councilman Villa and <br /> unanimously carried, the Mayor and <br />any other Councilmen who wished were authorized to attend the Congressional <br />City Conference of the National League of Cities in Washington, D.C., <br />March 8 - 11, 1970, at City expense. <br /> <br />CHARTER REVISION <br />COMMITTEE <br /> <br />Councilman Markel requested that <br />the Council Committee appointed by <br />the Mayor on February 2 to review <br /> <br />CITY COUNCIL -45- February 16, 1970 <br /> <br /> <br />
