CHARTER REVISION <br />COMMITTEE (continued) <br /> <br />possible Charter revisions be enlarged to seven or nine people and include <br />people from medical, teaching and religious professions. <br /> <br />Councilman Patterson responded that Mrs. Boer was the only person who <br />had suggested there was a need for Charter Amendments; that creation of <br />a large committee was unnecessary unless there was some basic purpose <br />behind it; and that the small Council Committee could review every pro- <br />posal and then submit it to the Council. <br /> <br />Councilman Herrin stated that, in his opinion, there were no problems <br />with the Charter; and that the suggestions made would not improve it. <br /> <br />Councilman Evans stated that, in his opinion, Mrs. Boer should be given <br />an opportunity to enlarge on her ideas. <br /> <br />Mrs. Janice Boer objected to the fact that she had not been invited to the <br />meeting, nor to elaborate on her amendment suggestions. In response to <br />a question from Councilman Evans she stated that she had been advised of <br />the meeting by him. <br /> <br />During the course of her comments, it was moved by Councilman Villa, <br />seconded by Councilman Patterson and unanimously carried that her <br />further remarks be limited to two minutes. Mrs. Boer concluded her <br />comments prior to that time limit. <br /> <br />Councilman Markel's motions to enlarge the committee first to nine mem- <br />bers and then to seven members died for lack of a second. <br /> <br />RECESS At 5:15 P.M., the meeting was recessed <br /> to 7:30 P.M., at which time it was <br /> reconvened, with all Council members <br />present except Councilman Villa, who arrived later. Following the Pledge of <br />Allegiance to the Flag, the Invocation was delivered by the Reverend Galal <br />Gough, First United Methodist Church. <br /> <br />SPECIAL RESOLUTION <br /> <br />Mr, Brooks by Mayor Griset. <br /> <br />Resolution 70-3, a Special Resolution <br />of Commendation for former Council- <br />man Walter Brooks, was presented to <br /> <br />Councilman Villa arrived at the Council meeting at 7:37 P.M. <br /> <br />PUBLIC HEARING The Mayor announced the continuation <br />ASSESSMENT DISTRICT NO. 236 of the public hearing from the Council <br /> meeting of January 5, 1970, required <br />by Resolution of Intention No. 69-174, for proposed Assessment District <br />No. 236, for the purpose of hearing all objections and protests to the work <br /> <br />CITY COUNCIL -46- February 16, 1970 <br /> <br /> <br />
