MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />March 2, 1970 <br /> <br />The meeting was called to order at 2:00 P.M. in the Council Chambers of the <br />City Hall Annex, 500 West Sixth Street, with the following Councilmen present: <br />Wade Herrin, Vernon S. Evans, J. Ogden Markel, Jerry M. Patterson, Ray <br />Villa, Harry K. Yamamoto, and Mayor Lorin Griset. A1 so present were <br />City Manager Carl J. Thornton, City Attorney William L. Mock, Director of <br />Public Works Ronald Wolford, Director of Planning Charles Zimmerman, and <br />Clerk of the Council Florence I. Malone. <br /> <br />MINUTES Councilman Markel requested that VA <br /> 69-97 on page 40 of the Minutes of the <br /> Regular meeting of February 16, 1970, <br />be corrected to indicate, that he had requested establishment of zoning on the <br />north side of Walnut similar to that established on the south side of Second <br />Street to take the parking requirements off any commercial or other buildings <br />that might be built on First Street. He also requested that the remarks he made <br />in opposition to Assessment District No. 236, on page 48, be added in more <br />detail since he felt theywere very pertinent to the matter. He agreed to submil <br />for Council approval at its next meeting, a summary of his remarks for inclu- <br />sion in the Minutes. <br /> <br />On motion of Councilman Herrin, seconded by Councilman Patterson and <br />unanimously carried, the Minutes of the Regular meeting of February 16, 1970 <br />were approved with the corrections suggested by Councilman MarkeL <br /> <br />CIVIC DAY <br /> <br />Mayor Griset welcomed the De Molay <br />members present at the Council meet- <br />ing participating in De Molay Civic Day. <br /> <br />RESOLUTION 70-23 RESOLUTION 70-23, Special Resolution <br />IN MEMORIAM in memoriam to Congressman James B. <br /> Utt was adopted after being read aloud <br />by Mayor Griset, on motion of Councilman Herrin, seconded by Councilman <br />Villa and unanimously carried. A moment of silence was observed, followed <br />by a prayer given by Councilman Herrin. <br /> <br />EXECUTIVE SESSION <br /> <br />At 2:30 P.
