ORAL COMMUNICATIONS (continued) <br /> <br />Assessment District No. 236 - In response to a question by Councilman Evans, <br />the City Manager explained that the City is the responsible agent for the assess- <br />ment district; that the City Center A ssociation was trying to create goodwill <br />by acting as liaison between the contractor and the property owners in helping <br />to resolve any problems if they could. <br /> <br />Councilman Patterson asked about the public notices regarding Variances and <br />Conditional Use Permits. It was explained by staff that the procedures are <br />being studied and a report on the proposed changes will be coming to Council <br />for approval after submission to the Planning Commission. <br /> <br />Councilman Evans stated that he hoped there would be more newspaper coverage <br />on the submission of applications for membership on the Human Relations <br />Commission. <br /> <br />Councilman Yamamoto asked if an age limit had been determined for members <br />of the Human Relations Commission, if it would be legal for teenagers to be <br />appointed to the Commission. The City Attorney responded that members of <br />Boards and Commissions must be registered voters, according to the provisions <br />of the City Charter. <br /> <br />Councilman Markel reported on his trip to Washington for the National League <br />of Cities Conference and expressed disappointment that he had not been able <br />to meet with any of the Congressmen. <br /> <br />Vice Mayor Herrin arrived at the Council meeting at 4:40P. M. <br /> <br />The City Council directed that a Resolution in Memoriam be prepared for <br />Juanita Robinson in appreciation for her services on the Citizen-Government <br />Advisory Committee for Traffic Safety. <br /> <br />RECESS At 4:52 P.M., the meeting was recessed <br /> to 7:30 1~.M., at which time it was <br /> reconvened with the following Councilmen <br />present: Vernon S. Evans, J. Ogden Markel, Jerry M. Patterson, Ray Villa, <br />Harry K. Yamamoto and Vice Mayor Wade Herrin. Following the Pledge of <br />Allegiance to the Flag, the Invocation was delivered by the Reverend Leslie F. <br />Zimmerman of Goodwill Industries. <br /> <br />SPECIAL RESOLUTION <br /> <br />by Vice Mayor Herrin. <br /> <br />Resolution 70-25, a Special Resolution <br />of Commendation for former Fire Chief <br />John Garthe was presented to Mr. Garthe <br /> <br />PUBLIC HEARING - S. P. S.A. #15 Hearing was opened on establishment of <br />REVISED,FLOWER STREET specific street alignment for Flower <br /> Street from Civic Center Drive West to <br />a point 160 feet south of Tenth Street, S.
