PUBLIC HEARING - S. P.S.A. #15 <br />REVISED, FLOWER STREET (continued) <br /> <br />On motion of Councilman Patterson, seconded by Councilman Markel and <br />unanimously carried, Council approved the recommendation of the Planning <br />Commission and instructed the City Attorney to prepare the amending <br />ordinance, designating alignment of Flower Slreet from Civic Center Drive <br />West to a point 160 feet south of Tenth Street as shown in S. P. S.A. No. 15 <br />Revised. <br /> <br />SIGNAL REQUEST <br />FIRST AND JACKSON <br /> <br />meeting from the March 2 meeting. <br /> <br />Council considered the report on the <br />request for a traffic signal at First <br />and Jackson Streets, deferred to this <br /> <br />Reinaldo Valenzuela, 810 North Jackson Street, President of the Santa Anita <br />Improvement Committee, and Joe Delgado, 122 North Jackson, President of <br />the Santa Anita Youth Improvement Organization, spoke on behalf of the people <br />in the area requesting that a traffic signal be installed at the subject location. <br />Mr. Valenzuela and Mr. Delgado stated that they had taken a traffic count <br />which showed a heavier traffic volume than the count prepared by the Public <br />Works Department of the City. Mr. Valenzuela presented a petition contain- <br />ing approximately 373 signatures of the residents of the area requesting the <br />traffic signal. The petition was ordered filed, on motion of Councilman <br />Patterson, seconded by Councilman Markel and unanimously carried. <br /> <br />The Public Works Director explained his report to the Council, stating that <br />Mr. Valenzuela and Mr. Delgado had not discussed their traffic counts with <br />him. He also explained that, as a result of the City's traffic volume count, <br />a crossing guard had been installed at the intersection, which was warranted, <br />but that the intersection did not meet the warrants for a traffic signal. <br /> <br />It was moved by Councilman Villa, seconded by Councilman Yamamoto, that <br />a traffic signal be installed at the intersection of First and Jackson. Council <br />discussed the matter at length. The motion to install the traffic signal at the <br />intersection of First and Jackson failed adoption on the following roll call <br />tie vote: <br /> <br />AYES: Evans, Villa, Yamamoto <br />NOES: Markel, Patterson, Herrin <br />ABSENT: Griset <br /> <br />Councilman Villa asked if the Chair could make a tie vote, stating he was of <br />the opinion that the Chair could break a tie, but could not make a tie. The <br />City Attorney disagreed, stating that the Chair was merely the presiding <br />officer and his vote had the same weight as any other Councilman's vote, <br />therefore the result of the vote was to defeat the motion. <br /> <br />It was moved by Councilman Patterson, seconded by Councilman Villa, to <br />place two crossing guards at the intersection.
