<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />AQ-29 Employers should provide ridematching, guaranteed ride home, or car pool or vanpool to <br />employees as a part of the TDM program and to comply with the AQMP Transportation <br />Improvements TCM-Ol measure. <br /> <br />AQ-30 Employers should provide compensation, prizes or awards to ridesharers. <br /> <br />AQ-31 The City should synchronize traffic signals in the vicinity of the project site. <br /> <br />AQ-32 Introduce window glazing, wall insulation, and efficient ventilation methods. <br /> <br />4.1.2.4 Level ofSÜmificance of Impacts Related to Long Term NO! Emissions <br /> <br />The adverse impacts of the One Broadway Plaza project related to long term NOx emissions <br />during operations cannot be mitigated to below a level of significance. <br /> <br />4.1.3 Cumulative Impacts Related to Air Quality <br /> <br />4.1.3.1 Potentially SÜmificant Cumulative Adverse Impact Related to Air Ouality <br /> <br />The South Coast Air Basin (Basin) is currently in nonattainment for the state ambient air quality <br />standards (AAQSs) for ozone, carbon monoxide and particulate matter «10 microns). The One <br />Broadway Plaza project will contribute additional pollutants to the Basin. The project would <br />exceed the AAQS construction emission thresholds for NOx and PMlO and the AAQS during <br />operations for NOx. The other approved and proposed projects in the area are anticipated to <br />include mitigation that would reduce impacts related to air quality to below a level of <br />significance for some of those cumulative projects. Because the Basin currently exceeds the <br />AAQS for these air pollutants and because the One Broadway Plaza project would result in <br />significant levels of air pollution, above the AAQS for construction emission for NOx and PMIO <br />and for NOx during operations, the project is anticipated to contribute to significant adverse short <br />term cumulative NOx and PMIO and long term cumulative NOx impacts related to air quality. <br /> <br />4.1.3.2 Finding Related to Cumulative Air Oualitv <br /> <br />Changes or alterations have been required in, or incorporated into, the project which avoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />4.1.3.3 Facts in Support of the Finding Related to Cumulative Air Oualitv <br /> <br />The implementation of mitigation measures AQ-l to AQ-32, provided earlier, will substantially <br />lessen the adverse impacts of the One Broadway Plaza project related to construction emissions <br />of NOx and PMIO and operations related emissions of NOx.
