<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />4.1.3.4 Level ofShmificance of Impacts Related to Cumulative Air Ouality <br /> <br />The contribution of the One Broadway Plaza to cumulatively adverse impacts related to <br />construction and operations NOx emissions and construction related PMlO emissions cannot be <br />mitigated to below a level of significance. <br /> <br />4.1.4 Impacts Related to Transportation <br /> <br />4.1.4.1 Potentially Shmificant Adverse Impacts Related to Transportation <br /> <br />As described in detail in Section' 3.5 (Transportation) in the EIR, the proposed One Broadway <br />Plaza project will result in adverse impacts as a result of long term operation. <br /> <br />4.1.4.2 Finding Related to Transportation <br /> <br />Changes or alterations have been required in, or incorporated into, the project which avoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />and <br /> <br />Specific economic, legal, social, technological or other considerations, including provision of <br />employment opportunities for highly trained workers, make infeasible the mitigation measures or <br />project alternatives identified in the Final EIR. <br /> <br />4.1.4.3 Facts in Support of the Finding Related to Transportation <br /> <br />Impacts to Streets <br /> <br />Main Street (1 ih Street to 1st Street). Mitigation measures to reduce potential traffic along Main <br />Street between 17th Street and 1 st Street to a level considered less than significant have been <br />determined to be not feasible due to significant land use impacts associated with their <br />implementation. To help minimize impacts along Main Street, mitigation measures T -5 and T -6 are <br />required. <br /> <br />T-5 <br /> <br />Main Street, between 1 ih Street and Civic Center Drive, shall have all on-street parking <br />stalls and parking meters removed and Main Street shall be re-striped to provide a third <br />northbounq through lane within the existing right-of-way. The developer shall pay all <br />costs associated with re-striping and removing existing parking meters. <br /> <br />T-6 <br /> <br />The developer shall pay all costs (acquisition, design, construction, administration and <br />insrection) for providing southbound right-turn lane at the intersection of Main Street and <br />17t Street. <br /> <br />Broadwav Street (Santa Clara Avenue to 1st Street).
