<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />As described in detail in Section 3.2 (Topography, Geology and Soils) in the EIR, foundation piles <br />could introduce contaminants such as drilling oil or construction materials into the Orange County <br />Groundwater Basin. <br /> <br />4.2.4.2 Findings Related to Groundwater <br /> <br />Changes or alterations have been required in, or incorporated into, the One Broadway Plaza <br />project which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. . <br /> <br />4.2.4.3 Facts in Support of the Finding Related to Groundwater <br /> <br />Implementation of mitigation measure G-5, provided below, will substantially lessen the adverse <br />impacts of the One Broadway Plaza project related to groundwater, and will reduce these <br />potentially significant adverse impacts to below a level of significance. <br /> <br />G-5 <br /> <br />During final design, the developer will consult with the Orange County Water District <br />and the Regional Water Quality Control Board, Santa Ana, regarding intrusion of <br />foundation piles into the Orange County Groundwater Basin. The project applicant will <br />solicit the appropriate permits and approvals from the OCWD and the RWQCB for the <br />anticipated intrusion of the foundation piles into the Groundwater Basin and will <br />incorporate measures identified by those agencies in the final design and construction <br />specifications for the project. <br /> <br />4.2.2 IMPACTS RELATED TO HYDROLOGY AND WATER QUALITY <br /> <br />4.2.5.1 Potentially Significant Adverse Impacts Related to Hydrology and Water Oualitv <br /> <br />As described in detail in Section 3.3 (Hydrology and Water Quality) in the EIR, construction of <br />the project may generate surface runofIwith pollutants that could impact area receiving waters. <br /> <br />4.2.5.2 Findings Related to Hvdrology and Water Ouality <br /> <br />Changes or alterations have been required in, or incorporated into, the One Broadway Plaza <br />project which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. <br /> <br />4.2.5.3 Facts in Support of the Finding Related to Hvdrology and Water Ouality <br /> <br />Implementation of mitigation measures W -1 to W -6, provided below, will substantially lessen <br />the adverse impacts of the One Broadway Plaza project related to construction related activities <br />which may generate surface runoff with pollutants, and will reduce these potentially significant <br />adverse impacts to below a level of significance. <br /> <br />W -1 Prior to the issuance of a grading permit for the project: <br /> <br />U/vfregoso/wp51/reports/One Broadway final findings <br />June 28, 2004 <br /> <br />Page 22 <br />
