<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />4.3 <br /> <br />IMP ACTS FOUND NOT TO BE SIGNIFICANT OR LESS THAN SIGNIFICANT <br /> <br />The City finds that, based on substantial evidence in the record, discussed below, the following <br />impacts associated with the One Broadway Plaza project are less than significant and no <br />mitigation is required. Additionally, the City finds, as set forth in Sections 4.1 and 4.2, above, no <br />other potentially significant adverse project specific impacts of the proposed project are <br />anticipated to occur. <br /> <br />An Initial Study (IS) was completed at the beginning of the environmental review process for the <br />proposed project, to identify those impacts that could be potentially significant and required further <br />study in an EIR. The IS also provided analysis on the environmental effects of the project that were <br />determined to be less than significant due to the identification and incorporation of mitigation early <br />in the process or based on compliance with existing regulations. The IS determined, based on <br />substantial evidence in the record, that the following effects of the project would have no significant <br />adverse or no adverse impact on the environment. <br /> <br />4.3.1 Agricultural Resources <br /> <br />The proposed project will not convert Prime Fannland, Unique Fannland or Fannland of Statewide <br />Importance, as shown on the maps prepared pursuant to the Fannland Mapping and Monitoring <br />Program of the California Resources Agency, to non-agricultural use because there is no fannland <br />on the project site. <br /> <br />The proposed project will not conflict with existing zoning for agricultural use or a Williamson Act <br />contract because the project site does not contain land designated for these uses. <br /> <br />The proposed project will not require changes in the existing environment which, due to their <br />location or nature, could result in conversion ofFannland to non-agricultural use because there is no <br />fannland on the project site. <br /> <br />4.3.2 Air Quality <br /> <br />The proposed project will not create objectionable odors affecting a substantial number of people <br />because it will not create any odors objectionable to land uses adjacent to the project site. <br /> <br />4.3.3 Biological Resources <br /> <br />The proposed project will not have a substantial adverse effect, either directly or through habitat <br />modifications, on any species identified as a candidate, sensitive or special status species in local or <br />regional plans, policies or regulations, or by the California Department of Fish and Game (CDFG) <br />or the United States Fish and Wildlife Service (USFWS) because there are none of these species on <br />the project site. <br /> <br />The proposed project will not have a substantial adverse effect on any riparian habitat or other <br />sensitive natural community identified in local or regional plans, policies, regulations or by the <br />CDFG or USFWS because there are none of these resources on the project site. <br /> <br />U/vfregoso/wp5 J /reports/One Broadway final findings <br />June 28,2004 <br /> <br />Page 39 <br />
