<br />the County of Orange for Arterial Highway Financing Program, 1970-71 - Project
<br />#546, First Street, on the following roll call vote:

<br />Nitty Gritty, 1521 N. Harper, On Sale Beer, Person Transfer;

<br />The Dugout, 2534 W. Westminster, On Sale Beer, Person Transfer;
<br />Arredondo, Jimenez, Pacheco, 801 E. 4th, New On Sale Beer;
<br />Nutberger, 2727 W. Edinger, New On Sale Beer.

<br />Mayor Griset announced that letters of protest from residents and merchants
<br />in the area and a petition containing approximately 42 signatures had been
<br />received in regard to the application of Minnie Arredondo, Eliseo Jimenez
<br />and Alex Pacheco for a New On Sale Beer License at 801 East 4th Street.
<br />
<br />The following persons spoke in protest to issuing the license: B.W. Dowander,
<br />315 N. Lacy; Norman Knng, owner of Kong's Market, 719 East 4th Street;
<br />Herman Scott, manager of the Karo Hotel, 805 East 4th Street; Walter Gibbs,
<br />317 N. Lacy. They stressed the noise factor, the heavy concentration of bars
<br />in the area, traffic problems, parking, fights, children having to pass by these
<br />bars at all times; stating all of these problems are present now and the addition
<br />of another bar in the neighborhood would compound the present problems.
