MINUTES OF THE <br />ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />May 28, 1976 <br /> <br />The Joint Meeting Of the City Council and th~ City Planning Commission was <br />called to order by Mayor Griset at 8:00 A.M., in the Multi-purpose Room <br />of the City Hall Annex, 500 West Sixth Street, with the following Councilmen <br />and C,ommissioners present: <br /> <br />Councilmen <br /> <br />Commissioners <br /> <br />Wade Herrin <br />Vernon S. ~]vans <br />J. Hall <br />Everett Parks <br />Waldo Haug <br />Chairman La Velle Sanders <br /> <br />Also present were City Manager Carl J. Thornton, City Attorney William L. <br />Mock, Director of Planning Herbert Wieland, and Clerk of the Council <br />Flor~h'~'e I. Malone. Commissioner Rudy Gallegos was absent. <br /> <br />GENERAL PLAN At the suggestion of Councilman Patterson, <br /> · - discussion of the General Plan, past, <br /> present and future, was postponed to <br />the joint meeting of the City Council and Planning Commission for the presenta- <br />tion of the Lafef Ge~e'~a~~'plan Critique, scheduled for some time during the <br />month of July. <br /> <br />CAPITAL IMPROVEMENTS Councilman Patterson stated that, in <br />PR'OGRAM his opinion, it is the responsibility of <br /> the Planning Commission and the staff <br />to advise the Council relative to the Capital Improvements Program; that it is <br />the responsibility of the City Manager to prepare a detailed budget; and that <br />it is the Council's responsibility to make the final determination regarding the <br />Program and its funding. <br /> <br />Commissioner Bricken asked if it were acceptable for the Commission to <br />recommend sources of financing for the Capital Improvements Program. <br /> <br />It was the concensus, reinforced by Section 9-10 (c) of the City Charter, that <br />such recommendation was the responsibility of the Commission, but that de- <br />tailed budgeting recommendations for the Program was the Manager's respon- <br />sibility. <br /> <br />Commissioner Bricken stated that, in his opinion, the Commission should pay <br />attention to the economic ramifications of what it is proposing; and that he did <br />not believe the Commission should be "pie in the sky" planners, but instead, <br />should concern themselves with the practicalities of program implementation. <br /> <br />CITY COUNCIL <br /> <br />- 156 - <br /> <br />May 28, 1970 <br /> <br /> <br />
