Councilman Markel stated that, in his opinion, recommendation of a Capital <br />Improvements Program definitely was the responsibility of the Planning <br />Commission, but that recommendation for its financing was not. <br /> <br />CommissionerSanders stated that he would like to see the Charter changed to <br /> delete the provision requiring Planning Commission recommendation of a <br /> planned method of financing and leave that responsibility entirely with the Council. <br /> He further stated that the City Attorney had advised him that a vote by the Com- <br /> mission not to exercise that provision of the Charter would serve that intent. <br /> <br />Commissioner Frieson stated that the Commission majority presented this <br />year's Capital Improvements Program on the basis of necessity in the <br />critical areas of parks, recreation, and libraries; that the staff had been <br />requested to recommend revenue sources to accomplish the Program; and <br />that the final decision was the Council's. <br /> <br />Commissioner Hall stated that, in his opinion, it is not necessary for the <br />Commission to provide a balanced budget Capital Improvements Program; <br />that projects should not be eliminated because of budgeting difficulties; and <br />that priorities should be assigned if possible. He further stated that the <br />operational budget is the Manager's and Council's responsibility; that avail- <br />able monies could be transferred from the operational budget to the Capital <br />Improvements Program. <br /> <br />Councilman Villa stated that, in his opinion, the Commission is an advisory <br />board of the City Council; and that the Council makes the determination re- <br />garding Program financing. <br /> <br />Commissioner Parks stated that, in his opinion, the Planning Commission's <br />chief responsibility is the general welfare of the City; that it should project <br />its thinking and planning as far ahead as possible, starting from an ideal and <br />working toward the development of it. <br /> <br />Commissioner Haug stated that, in his opinion, the Capital Improvements <br />Program had been properly presented; that the Commission tried to match <br />dollar for dollar without success. He stated further that if the City is to grow <br />and move ahead, it will take new ideas. <br /> <br />GENERAL PLAN The City Manager stated that the Lafer <br /> Critique should present the major number <br /> of salient points of the total General <br />Plan in a new and understandable fashion representative of its background and <br />the adjustments to it so that the Council and Commissioners would become <br />more familiar with its contents and objectives. <br /> <br />The Planning Director stated that, in his opinion, the General Plan should be <br />updated every year; and that the staff is providing input for the Lafer Critique. <br /> <br />ADJOURNMENT <br /> <br />At 9:20 A.M., there being no further <br />business to come before the City Council, <br />the Mayor declared the meeting adjourned. <br /> <br />Florence I.
