MINUTES OF THE SPECIAL MEETING <br /> OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />July 16, 1970 <br /> <br />An Adjourned Special Meeting of the City Council of the City of Santa Aha <br />was convened at 8:00 A. M., in the Mayor's office at City Hall, 217 North <br />Main Street, proper notice and posting having been accomplished, with <br />evidence on file in the office of the Clerk of the Council. The following <br />Councilmen were present: Wade Herrin, Vernon S. Evans, J. Ogden <br />Markel, Jerry M. Patterson, Ray Villa, Harry K. Yamamoto, and Mayor <br />Lorin Griset. Also present were City Manager Carl J. Thornton, Assistant <br />City Manager Bruce Spragg, Assistant to the City Manager David Tayco, <br />Assistant Clerk of the Council Maxine Vallery, James McMahon, and a <br />representative of the Press. <br /> <br />1970-71 BUDGET <br /> <br />The Council continued review of the <br />Priority List of Unfunded Capital Needs <br />for the fiscal year 1970-71. <br /> <br />Mayor ~iset explained that the U-1-B Drainage Project, Storm Drain in <br />Seventeenth and in Lincoln, in the amount of $300,000 could be eliminated <br />and in its place, the C-5-W and C-5-F Storm Drain Projects could be <br />substituted, total cost approximately $700,000; with a HUD grant, cost of <br />City's share would be $350,000. <br /> <br />Council then discussed the Police Helicopter Program. The Mayor explained <br />that this program could be initiated on a lease with option to purchase agree- <br />ment, which would reduce the first year's money requirement to approxi- <br />mately $80,000, with no disadvantage to the City. Councilman Villa suggested <br />exploring the feasibility of a cooperative agreement with our neighboring <br />cities and the County, stating it would reduce our cost and increase our <br />efficiency. Councilman Herrin suggested that this control might best be <br />placed with the County as a centralized activity. Councilman Evans stated <br />he would like to see a report which will be soon issued by the FBI as to the <br />effectiveness of the program nationwide. Councilman Villa stated that he <br />would support the Police Helicopter Program either way and that it was an <br />item which can be justified to the taxpayers. Councilman Patterson stated <br />that the County might be able to handle this program and that we could <br />contract with them for the service for less money; and he also stated that he <br />needed more information to justify the cost, although he might consider the <br />lease option agreement. Councilman Yamamoto stated he would be interested <br />in the leasing and would also be interested in seeing the FBI report when it is <br />issued. Councilman Evans suggested that consideration be given to the program <br />during the mid-year budget revisions, as he needed more information before <br />going into it. Mayor Griset stated that he would be willing to go into the <br />program immediately on a lease with option to purchase agreement and <br />thought we would be able to tie in with the other cities who have the program <br />in effect for the reserve unit. <br /> <br />It was moved by Councilman Patterson, seconded by Councilman Evans, that <br />the Police Helicopter Program, as presented in the Unfunded Capital Needs, <br />be eliminated and that consideration of the leasing of the helicopters be <br />considered at the time of the mid-year budget revisions after receipt of a <br />more in-depth report on the effectiveness of the program from the City <br />Manager. <br /> <br />CITY COUNCIL -190- July 16, 1970 <br /> <br /> <br />
