Councilman Yamamoto made a motion, seconded by Councilman Villa, to <br />amend the ariginal motion, that the program be started on a lease basis <br />subject to acceptance of a prior report to Council on the effectiveness of <br />the program. <br /> <br />Councilman Markel stated that he did not want to participate in the meeting <br />and left the meeting. <br /> <br />The amended motion failed to pass on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Villa, Yamamoto, Griset <br />Herrin, Evans, Patterson <br />Markel <br /> <br />The original motion was then voted on and failed to pass on the following <br />roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herrin, Evans, Patterson <br />Villa, Yamamoto, Griset <br />Markel <br /> <br />On motion of Councilman Patterson, seconded by Councilman Herrin, Council <br />authorized that the amount of $80,000 be substituted for the amount of $253,000 <br />for the Police Helicopter Program in the Unfunded Capital Needs, and determined <br />that Council would consider the lease option purchase after presentation by the <br />City Manager of a more in-depth report as to the effectiveness of the program, <br />on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />~B SA-~T: <br /> <br />Herrin, Evans, Patterson, Villa, Yamamoto, Griset <br />None <br />Markel <br /> <br />Councilman Markel returned to the Council meeting. <br /> <br />It was then moved by Councilman Patterson, seconded by Councilman Evans, <br />that Item 1 on the Priority List of Unfunded Capital Needs for the U-1-B <br />Storm Drain in Seventeenth and in Lincoln be eliminated and that the C-5-W <br />and the C-5-F Storm Drain Projects in the area west of the Santa Aha River <br />be added as Item 18, in the amount of $350,000 (City's share). <br /> <br />Councilman Markel left the Council meeting. <br /> <br />The above motion was adopted on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Evans, Patterson, Villa, Yamamoto <br />Herrin, Griset <br />Markel <br /> <br />It was moved by Councilman Evans, seconded by Councilman Herrin, to <br />remove Item 15, Consultants for Park Design, from the Unfunded Capital <br />Needs.
